What is Rep. Roy Raglands bill, HB 1131 really about?
That’s a good question, and one I intend to find out more about in the upcoming weeks. (The bill should be up for consideration in committee soon.) My suspicion is that it’s a piece of grandstanding in the ongoing global warming wars, but I’m unsure whether there’s more to it than that.
